Why won't it negate this obviously terrible term?

The usual reason is the Family check. "Cast iron skillet," "cast iron skillets" and "cast-iron skillet" are one term to a shopper and three rows in a report. If any variant has orders anywhere, AutoPPC will not negate any of them.

This is an Invariant — not a setting, not overridable. It is also the single most common way automation quietly damages an account, and the damage is irreversible: you cannot recover the sales a killed term would have made.

The other possibilities: not enough clicks yet, or the term sits in a Protected family or matches a Brand term. The proposal detail names which.
