Most proposals are arithmetic: the evidence clears a bar, the rule fires, the change is computed. A few are not. When a change would trade one thing you care about against another — spend against rank, efficiency against coverage, a brand decision against a number — there is no correct answer the software can derive, only a preference it does not have.
Those rows still reach you, with the same evidence and the same reasoning. What is different is that they arrive unticked and flagged, and an approve-all does not sweep them up. Nothing happens until you decide.
This is not the engine hedging. It is the line between a tool that computes and an agency that decides for you — and the point of a Proposal is that the deciding stays yours.
